Does a tax certificate sale have 1st lien position over a foreclosure?

I am the note holder of a mortgage on which the taxes have not been paid. Without notifying me the county has sold a tax certificate. Since I was unaware before I attempted to foreclose, am I liable to lose the property if not paid?
